When a new feature is created on a feature service in Map Viewer in Portal for ArcGIS, it does not automatically select the default values for fields where domains are assigned.

Workaround

1. Open a new map in ArcGIS Pro, add the feature class, and publish the service.
2. Start a new ArcGIS Pro session, add the feature class, and publish the service.
