When a Mosaic Dataset resides in a folder registered with ArcGIS Server using a UNC path, and the path shares the same parent folder as arcgiserver, publishing fails with "Packing succeeded, but publishing failed. ERROR 001369: Failed to create the service."

Workaround

Copy the FGDB containing the Mosaic Dataset to a different shared drive which is <a href="file://corpdata/TechSupport/Public/JingY/unc_md" target="_blank">\\corpdata\TechSupport\Public\JingY\unc_md)</a> which is registered with ArcGIS Server with Full Control privilege granted to ArcGIS Server account.

  • From the catalog pane, connect to the UNC path where the geodatabase is located.
  • Drag the Mosaic Dataset from this new share location to ArcMap, click Publish and it should succeed.
