When a MicroStation V8 file in the DGN format is imported to a geodatabase and exported back to the DGN format, the size of the output TEXT entities are big.

Workaround

Drop the following fields from the annotation feature class created with the Import CAD Annotation tool to solve the sizing problem with the text when exported to a DGN.LTScale, QrotW, QrotX, QrotY, QrotZ, DocName, DocType, DocVer, ScaleX, ScaleY, ScaleZ, TxtWidth, TxtOblique, TxtJust, VertAlign, TxtBoxHt, TxtBoxWd, TxtRefWd, TxtAttach, TxtDir, LnSpace, SpaceFct, and Height
