When a map service is published with Keyhole Markup Language (KML) capability enabled, the map package does not include all the line features. A download of the .kmz file from the Simple Object Access Protocol (SOAP) endpoint has less features than the package published when opened in Google Earth or ArcGIS Explorer.

SOAP endpoint users must supply correct bbox query string parameters. More common workflow is to use the generateKML REST form instead.
