When a map frame is activated in a map series, the scale is not locked even if the constraint is set to a fixed scale.

Additional Information

This is as designed. Users want to "override" the constraint rather than constantly have to enable and disable map series. Enforcing this constrain causes issues with bookmark map series. This override also allows for easy, one-off layout exports. To reset the layout to an expected configuration, double-click on the map series pages.
