When a layer and Dbf table are joined with 1: m relation, and both data are located in a file or personal geodatabase, exported join output results in incorrect number of records.

Workaround

Use the Join Field tool (ArcToolbox -> Data management tools -> Joins) to perform a join. This tool, creates a permanent join and not a temporary join, however, even if you export the layer after using this tool, it will maintain the no. of records
