When a hosted tile layer (France_OrthoHR by Esri France) is missing tiles at a given scale and is loaded into ArcGIS Web AppBuilder, printing still attempts to print those missing tiles at the wrong scale as opposed to ignoring them and printing the basemap in their place. The resulting map is blurred in the spaces where tiles were missing in the given layer.

Additional Information

France_OrthoHR is no longer available, and the issue is no longer reproducible. If the issue persists, contact Esri Support Services as a new reproduction case is needed to continue investigation.

Workaround

Use only one layer instead of two; when only one is visible, the scaling issue does not occur. When both layers are visible, the scaling of tiles in the resulting print is not consistent. Similarly, making maps using areas which are not missing tiles does not lead to this.
