When a hosted feature service URL is added as an item to a different organization and shared to ArcGIS Open Data, the item is listed in the Data tab of the organization that owns the service, creating a duplicate.

Workaround

Instead of adding the original service as a new item, the second organization must browse to the original Item Details, and use Share to add the service to the Open Data group.
