When a hosted feature service has a complex schema, Export to FGDB and Create Replica fail as methods to back up the feature service, even if the service is empty and has no data yet.

Workaround

Bring the feature service into ArcGIS Pro:

1. Create a new file geodatabase.
2. Use the Feature Class to Geodatabase tool to get all feature layers into the new geodatabase.
3. Use the Table to Geodatabase tool to get all standalone tables into the new geodatabase.
