When a GetMap request is sent to an ArcGIS Enterprise 11.4 WMS, the server returns distorted images for specific width and height parameters.

This issue is addressed in ArcGIS Pro 3.5 and ArcGIS Enterprise 11.5.Workaround
In ArcGIS Server Manager > Select the Map Service > Capabilities > Check WMS > Scroll down to the bottom > check ‘Force map reaspect based on width and height’.
