Bug
When a feature service from ArcGIS for Server is added to a Portal for ArcGIS 10.3.1 webmap, Portal for ArcGIS 10.3.1 makes an abnormally high number of query requests to the feature service. This occurs when the feature service is added or when the user pans or zooms which results in a large number of service instances being unnecessarily started on the ArcGIS Server site.
