When a feature layer located within a feature dataset is applied with Attribute Rules in ArcGIS Pro, all the feature layers referencing the same geodatabase are not editable in ArcMap.

- Remove all the feature layers located in the same feature dataset as the feature class with attribute rules applied from the Table of Contents.
- Delete the attribute rules from the feature classes in ArcGIS Pro while ArcMap is closed.
