When a feature layer from an enterprise geodatabase is open under another user, the Rebuild Index (Data Management) tool fails in ModelBuilder.

Workaround

Disable schema locking on the referenced map service. Refer to ArcGIS Server: Change schema in map services (https://enterprise.arcgis.com/en/server/latest/administer/windows/disabling-schema-locking-on-a-map-service.htm) for more information.

Note: The issue does not reproduce in ArcMap.
