When a feature class with a non-nullable field is created in ArcGIS Pro and published to ArcGIS Online, ArcGIS Online Map Viewer allows to create new features although the non-nullable field is empty.

Additional Information

On ArcGIS Online Map Viewer, if there is nothing input into a field that set as NotNull. It will pass an empty space " " into the data and that's why it actually add the value.

Workaround

Create the required field in ArcGIS Online.
