When a domain user is setup to use Roaming Profiles for Windows, they are unable to install ArcGIS Engine 10.2.1 because the installer will return an error that the Roaming Locations are not valid. By editing the Roaming Locations within the registry at ''HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\User Shell Folders' to a local location, the installer will successfully install.

Workaround

Change all roaming locations at 'HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\User Shell Folders' to local locations.
