When a data editor user in ArcGIS Pro wants to access the Portal for ArcGIS feature layer (not hosted), ArcGIS Server displays the following error message: "error":{"code":403,"subcode":2,"message":"Access to admin resources are not allowed, ownership and signed request needed for all other admin calls","details":[] - rest/admin/services - interface does not exist in ArcGIS Server environment.

This issue cannot be reproduced in ArcGIS Pro 3.5 with an ArcGIS Enterprise 11.4 deployment. The workflows described in this issue were followed as closely as possible, and several related workflows were also tested, but no scenarios returned a 403 error. A separate issue describes having a 403 error returned when the Services Directory is not enabled in the deployment: ENH-000167774. However, this issue's information does not indicate the server was configured in that manner.Workaround
Sign in to Portal for ArcGIS as an administrator.
