Bug
When a blank hosted feature service is published to ArcGIS Server, the error, "Could not add the specified data object to the map." is returned when the feature service is added to ArcMap.

Note that ArcGIS 10.8.2 is the current release of ArcGIS Desktop and will enter Mature Support in March 2024 (https://support.esri.com/en-us/products/arcmap/life-cycle). There are no plans to release an ArcGIS Desktop 10.9, and we recommend that you migrate to ArcGIS Pro. - Add a few features to all empty layers before publishing.
- Consume feature services in ArcGIS Pro.
