When a basemap is present in ArcMap layout view, extreme slowness is experienced when moving a text box due to the basemap's Service Layer Credits format.

Additional Information

This issue is not reproducible using version ArcGIS Desktop 10.6. Also, the issue is not reproducible using ArcGIS Pro.

Workaround

Change the Service Layer Credits to Dynamic Text. To do so, go to Insert > Dynamic Text > Service Layer Credits.
