When a 3D SHP is exported to DGN with the Export to CAD tool, the vertical polygons are not converted (they have 0 area).

Additional Information

Need to leverage Multipatch feature classes, as these are a better approach for dealing with Verticle polygons.

Workaround

The customer knows that the Export to Cad tool worked at 9.3.1
