What direction is ArcGIS development taking to ensure that .hlp links work with the Vista and Win7 OS? For example the "What's This" command should work without a patch, as well as other issues.

We will address this issue in ArcGIS 10.1, including removing the software dependancy on HLP files. More details to come when we roll out 10.1 Beta.Steps to Reproduce
