WebTiledLayers cannot be added to the map if the spatial reference of the service is not 102100 in the ArcGIS API for JavaScript 4.5.

Workaround

Add the following parameter to the constructor of the WebTiledLayer:

spatialReference: new SpatialReference(<service's spatial reference>);
