Workaround

  1. Update the server admin URL for all the federated servers to point to port 6443 and do not use the web adaptor or load balancer URL. This can be updated through sharing/rest/portals/servers/<serverID>Update Server.
  2. After changing the server admin URL, validate the servers via https://portal.domain.com/arcgis/portaladmin/federation.
  3. Run the restore.
  4. Reset the admin URL to the original value.
