Web maps shared to an ArcGIS Online organization are not visible to a member of the organization with a Viewer user type unless a search is initiated.

This works as designed. If the maps must be better-exposed upfront in the Map List when signing in, share the maps to a group and add the members with a Viewer user type to the group. Otherwise, the map must be searched.Workaround
Members with the Viewer user type can find a particular web map shared with the organization (that does not contain any editable hosted feature layers) by searching for it by title or by scrolling through the full list of maps.
