Web maps in ArcGIS Online do not update properly to display up-to-date changes to underlying map services when the 'Allow per request modification of layer order and symbology' option is enabled on the map service, and symbology changes are applied to individual layers in the web map.

After review by the development team, it has been determined that this issue is related to a known limitation with the software that lies outside of Esri's control. The issue's Additional Information section may contain further explanation.
Additional Information
This is by design. For example, if users change symbology and save the web map, the change is saved even if the service changes. This is the correct behavior, the saved symbology overwrites in this specific webmap.
Workaround
If users change the symbology and save the web map. The web map always keeps the saved symbology even if the service changes. Users need to modify the webmap symbology settings, or make a new webmap.
