Web maps in ArcGIS Online do not update properly to display up-to-date changes to underlying map services when the 'Allow per request modification of layer order and symbology' option is enabled on the map service, and symbology changes are applied to individual layers in the web map.

This is by design. For example, if users change symbology and save the web map, the change is saved even if the service changes. This is the correct behavior, the saved symbology overwrites in this specific webmap.Workaround
If users change the symbology and save the web map. The web map always keeps the saved symbology even if the service changes. Users need to modify the webmap symbology settings, or make a new webmap.Steps to Reproduce
