Web Map Tile Service (WMTS) layers with the Tiles format tag do not load in Portal for ArcGIS web maps in Portal for ArcGIS 10.5 and previous versions, but load as intended in Portal for ArcGIS 10.5.1 and later versions.

Additional Information
Portal for ArcGIS 10.5 is no longer in a supported phase of the ArcGIS Enterprise life cycle. Therefore, the issue is not reproducible in the later versions of ArcGIS Enterprise and will not be addressed. Set the file format to PNG or JPEG so that earlier releases of Portal for ArcGIS can comprehend the request to the Web Map Tile Service (WMTS). If possible, upgrade to Portal for ArcGIS 10.5.1 or Portal for ArcGIS 10.6.Steps to Reproduce
