This is a known limit of upgrades done to Web Map Service (WMS) services based off of image services. Republish the image service using the latest version of ArcGIS Desktop and ArcGIS Server to resolve this problem.Workaround
Republish the service after upgrading. This allow users to create an image service with Web Map Service (WMS) capability.Steps to Reproduce
