Additional Information

10.1 was the last release of the .NET WebADF technology. Client APIs (JavaScript/Flex/Silverlight) are recommended for web application development.

Workaround

In the Map Document, Specify a a Custom Full Extent for the Data Frame that is zoomed out to a scale that will encompass all newly added features.
