Additional Information

As of version 10.1, the Server Manager application built on the .NET Web ADF technology is no longer being developed or having issues fixed.

Workaround

There are two ways around this problem.1. Publish and specify these settings through ArcCatalog rather than server manager.2. Manually populate <PathToCustomGetCapabilitiesFiles> tag in .cfg file and save. Restart ArcGIS Server Object Manager service in Windows Services.
