Watermarks created using Markr projects appear distorted in Map Viewer when added as a layer to a web map, but appear as expected in Map Viewer Classic.

This is not an issue with Map Viewer, but a possible issue with ArcGIS API for JavaScript 4.x. This issue is not a recommended solution for adding a watermark to a map. Creating a watermark using a vector tile package, and use the vector tile layer is recommended. Use a square image. The tiles are drawn correctly in Map Viewer and Map Viewer Classic.
