Additional Information
Data visualizations with applied filters created in ArcGIS Portal are not saved at the service level. Therefore, adding data using the search option versus a service URL produces different output. To ensure filtered data is shown, add data using the Search option.Workaround
Using the Search option instead of adding the data by URL allows the data visualization to be honored.
