This is by design for security purposes, caused by an intentional sanitization protocol on the Portal for ArcGIS home page and only supports certain protocols, of which file:// is not one.Workaround
- Right-click the hyperlink and select Copy link address. Paste the URL on a new tab.
- Use Internet Explorer.
