The workaround is to use the video embed URL, not the page URL. The page URL sets x-frame-options header which says 'do not allow me to be embedded'. This is outlined here: http://doc.arcgis.com/en/operations-dashboard/help/embedded-content.htm

Workaround

Use the video URL that points to the video file itself and not to the video on the host website. For example, https://www.esri.com/content/dam/esrisites/arcgis/products/arcgis-enterprise/banner-video-loop-arcgis-enterprise.mp4 works within the dashboard because it points to the MP4 file directly. URLs for the video files hosted on YouTube and Vimeo are not obtained easily and hence this is a problem. Update: Looks like videos work in a dashboard when using the embed video link (https://www.youtube.com/embed/iYaRZ4TNfus) obtained from YouTube instead of the direct link (https://www.youtube.com/watch?v=iYaRZ4TNfus) and embed it as a document instead of a video. This works.
