Additional Information
The issue is a duplicate of BUG-000115799. Apply the ArcGIS Server 10.6.1 vector tile layer patch https://support.esri.com/en/download/7648.Workaround
On portal supt0008240, navigate to the specific vector tile service admin point and try the following steps as below:
- Navigate to the service admin endpoint (https://supt0008240.esri.com:6443/arcgis/admin/services/Hosted/NetLTEPackage2.VectorTileServer)
- Click Edit at the bottom.
- Update the capabilities field to be the following:
- "capabilities": "TilesOnly,
Tilemap",
- "capabilities": "TilesOnly,
- Click Save edits.
