This issue is not reproducible in ArcGIS Scene Viewer. If the issue persists, contact Esri Support Services as additional information is required for further investigation.Workaround
Add a map service with the same tiling scheme as the vector tile layer to the scene viewer first, before adding the vector tile layer to the scene.
