Additional Information
This issue cannot be reproduced with Ortho Maker 10.8 and 10.9 in Firefox and other browsers. Each version of the app is using a newer version of JavaScript API released at roughly the same time as the ArcGIS Enterprise release, which may resolve this specific drawing issue.Workaround
When the 'sticking' behavior occurs, toggle the vector tile layer on and off.
