Additional Information
This issue is not reproducible with the release of ArcGIS Enterprise 10.8.1 (and newer versions). ArcGIS Enterprise 10.7.1 is now in mature support and no longer eligible for patch support.Workaround
Publish the vector tile package (.vtpk) directly from ArcGIS Pro. Refer to https://enterprise.arcgis.com/en/portal/latest/use/publish-vector-tiles.htm for more information.
