Additional Information
Currently our vector symbols use angle Alignment: Display. We can look at exposing this symbol property to let map authors pick between Display or 'Map rotation'. I would recommend creating an ArcGIS Idea post where we can track and give feedback on this enhancement.Workaround
Use only symbols from the Classic category if map rotation is an option.
