Validations applied to the Script tool are not honored when the tool is added to a model and the model is run as a geoprocessing tool with the Script tool parameters set as the model parameters.

Additional Information

Please try: Right-click the Script Tool > Properties > Validation tab > Edit Comment out Line 19 - 23 as follows: # if self.params[0].value == "E": # self.params[1].enabled = 1 # else: # self.params[1].enabled = 0

Workaround

Add the logic of model and tool into a single Python script and use it as a standalone script tool.
