Validation attribute rule using the intersect function in arcade is triggered when one of the intersecting feature classes is moved.

Workaround

Use the Ready To Use validation rule:

1. Right-click on the ssManholes layer > Data Design > Attribute Rules.
2. Click Ready to Use Rules at the top of the ribbon and choose Feature on Feature under the Validation rules.
3. for Features to Compare, select ssGravityMain.
4. for Spatial Relationship, select Intersects.
5. Ensure the checkbox is enabled to Invert Relationship.
