Workaround
The issue has been addressed in ArcGIS Pro 3.1, ArcGIS Enterprise 11.1, and the following patch releases, ArcGIS Server 10.8.1 Utility Network Patch 8 (https://support.esri.com/en/download/8072) and ArcGIS Server 10.9.1 Utility Network and Data Management Patch 2 (https://support.esri.com/en/download/8045).
