Additional Information
In both examples, things are snapping because they all fall within the Topology XY Tolerance. The movement is about 1 millimeter in most cases. In the first example, if that dangling connection line was properly connected to the control point, there would have been no snapping. In the second example, those vertices are created, but if the user were to run Merge Points and merge everything to the Control Point, then the connection lines would look as they did prior to validation.
Workaround
Ensure any connection lines that are brought into the fabric are properly snapped to the fixed point prior to validation.
