Validating a network topology using the Validate Network Topology geoprocessing tool is slow when there are large dirty areas in the extent.

After investigation, it was determined that validating small scales that include a small part of a very large dirty area causes the Validate Network Topology tool to time out. To address when this happens, the dirty area management has been adjusted to clip the dirty area when a user-specified validation extent is provided (similar to topology behavior).Steps to Reproduce
