This issue is addressed in ArcGIS Pro 3.2.Workaround
Change the ArcGIS Pro language back to English. The error is only reproduced when the Czech language pack is applied in ArcGIS Pro. Alternatively, specify a value for the 'Apply Traversibility To' and 'Apply Filter To' parameters. Both of these default to 'UZLY_I_SEGMENTY' which is not a valid option.
