Description
Using the user environment variable ESRI_SOFTWARE_CLASS to change the software product license taken does not affect which toolbars are available.
For example, if 'ArcView (Floating)' is the Software Product set in the Desktop Administrator, the ArcEditor/ArcInfo-only toolbars Dimensioning and Versioning are available when the user environment variable is set to 'Professional', i.e., ArcInfo, or to 'Editor', i.e., ArcEditor.
Cause
This is a known issue.
Workaround
Set the Software Product in the Desktop Administrator to ArcInfo or ArcEditor.
