This issue is reproducible in both ArcGIS Desktop and ArcGIS Pro when using the Standard Label Engine. To resolve this issue, use the Maplex Label Engine as it has the addition of the Keep label upright (may flip) option. When this option is unchecked, the label can be placed as desired and the option is available in both ArcGIS Desktop and ArcGIS Pro. This option is not available with the Standard Label Engine.
