Workaround

Option 1: Using the Web AppBuilder application does not reproduce the issue.Once the map is open in ArcGIS Online:1. Click Share in the map viewer.2. Select Create a Web App.3. Select the Web AppBuilder tab.4. Enter title/tags and select 'Get started'.5. Choose the Widget tab on the left side of the screen.6. Hover over the Search widget.7. Click the pencil icon in the bottom right corner of the thumbnail.8. Select Add Search Source > Select Feature Layer.9. Select the layer as the base for the search > Click OK.10. Enter the fields to search from.11. Check the box that reads 'Show pop-up for the found feature or location'.This returns only one pop-up when a user searches for a specific feature.Option 2:To show the Attributes pop-up instead of the Search Result pop-up, alter the JSON of the application through AGO-Assistant as outlined below:1. Configure the search settings for the app in the ArcGIS Online interface as usual2. Go to <a href="https://ago-assistant.esri.com" target="_blank">https://ago-assistant.esri.com</a>/ and log in3. I want to... > View an Item's JSON > select the app in the list on the left side4. On the right side, scroll down to the Data section and click the pencil to Edit5. Under the "searchConfig" section of the JSON > find the parameter for "url" where the service url is shown > remove the service url including the double quotes and replace this with null (no quotes)6. Save the changes in AGO-Assistant
