Using the RCNN_Masks metadata format within the Export Training Data for Deep Learning tool in ArcGIS Pro 2.3.3 does not actually mask the input features.

Additional Information

Fixed in latest version (2.4). There are no more 2.3 patches going out so the user will have to upgrade to 2.4

Workaround

Use ArcGIS Pro 2.4 or later to process with the RCNN Mask option.
