Using the Python script to initialize the Maritime Chart Service Tile Package (mcstpk.exe) file in ArcGIS Server 11.1 fails and returns the following error message, "License Error: ArcGIS for Maritime Server license is not available".

This issue is addressed in ArcGIS Server 11.4 and in the ArcGIS Server 11.1 Patch 1 Hotfix 1.

Workaround

Manually executing the workflow using the mcstpk.exe file.
