Workaround
Workaround 1:
- Open a blank map document in ArcMap.
- Turn on the Geocoding toolbar.
- Go to Manage Address Locators and add the USA_ZIP4_LocalComposite.loc.
- Add a table with zip5 and zip4 fields.
- Use the Geocoding toolbar to geocode table.
- Use Store or Customer Setup by map ready data option as a best practice moving forward using this point feature in other Business Analyst tools.
Workaround 2:
- Open a blank map document.
- Go to Business Analyst Preferences > Dataset.
- Change locator to USA_ZIP4_LocalComposite.loc.
- Use Store Setup by tabular data and attempt to geocode table with zip5 and zip4 fields.
After extensive testing with two physical machines with 2018 and 2023, this workaround successfully geocodes one of the two in ArcMap 10.6 and the other would crash in ArcMap 10.6.1.
