Using the <OGC:Not> operator in the first layer of a query in a WFS GetFeature request causes an exception in the response.

Description

When querying layers using WFS getFeatures capability for a service published in ArcGIS Server, if the <OGC:Not> filter operator is used when in the first layer queried, the response will be an exception rather than the requested data

Workaround

Using <OGC:Not> works in any other layer than the first one queried, so a dummy query can be added before the layer needing to use <OGC:Not> for in the filter
